FREE EDUCATION IN RUSSIA
Enrolment for the 2006/2007 academic year
The Russian Embassy in Australia on behalf of the Russian Ministry of Education is pleased to invite Australian citizens to apply for scholarships, provided by the Government of the Russian Federation, for undergraduate/postgraduate full-time studies in Higher Education Institutions (HEI) of Russia. One scholarship for a PhD/Doctoral degree program is also available.
Duration
Undergraduate studies (a Bachelor degree) – four years;
Postgraduate studies (a Master degree) – two years.
Start date: 1 September 2006.
Areas of Study
Science, Medicine, Economics, Engineering, ICT, Law, Humanities and Arts etc. (the List of Russian Higher Professional Education Specialities Codes attached). The scholarships don’t cover tuition fees for qualifications not included in the List.
Entry Requirements
Applicants are expected to meet following Entry Requirements:
a Bachelor degree course
- to have Senior Secondary education (Australian Year 12 or equivalent according to the Australian Qualification Framework) and
- to meet academic entry level (required score for the prerequisite academic subjects, relevant to chosen field of study in a Russian HEI).
Applicants provide certified copy of Certificate of Education (or equivalent) and documentary evidence of academic performance.
The period after leaving school or any other Senior Secondary education institution is not to exceed 3 years. It is desirable for applicants to be under 27 years old.
a Master degree course
- to have a Bachelor degree or equivalent according to the Australian Qualification Framework) and
- to meet academic entry level (required score for the prerequisite academic subjects, relevant to chosen field of study in a Russian HEI).
Applicants provide certified copy of the relevant evidence of conferring Degree of Bachelor and the Transcript of Academic Record (or equivalent).
PhD candidature
- to have a Master degree and work experience in the related area.
Applicants provide certified copy of the relevant evidence of conferring Degree of Master and the Transcript of Academic Record (or equivalent) as well as a list of published research works (if any) and a brief (up to 2 pages) report on the topic of the proposed researches.
It is desirable for applicants to be under 35 years old.
Russian Language Skills
All courses are conducted in Russian. Non-Russian speaker before undertaking the undergraduate course can be enrolled in a Russian Language Preparatory Centre or Faculty of related HEI (duration: up to one year). It is expected, that a person applying to be enrolled in a Master degree course as well as a PhD program, Doctorate or a short-term course, has a suitable command of written and spoken Russian to undertake his/her academic course.
Common requirements
Applicants for the scholarships must submit the following required documents:
- completed Application Form (attached) in English or Russian. Before completing Section 14, please refer to The List for Higher Professional Education Specialities Codes (attached) or The Nomenclature of Specialities of Scientific Staff (only for PhD or Doctor candidates; available on request);
- certified copy of the Birth Certificate;
- certified copy of documentary evidence of educational qualifications (refer to Entry Requirements);
- medical examination results to confirm both health status and HIV status, certified by an Australian medical body;
- copy of passport pages with personal details (passport must be valid for period of, at least, six months after the date of entry into Russia);
- 8 passport-size photos.
Closing date for the applications: 11 May, 2006.
Final decision on the enrolment will be taken by the Selection Committee of the Russian Ministry of Education. Refusal to the application can result from absence of some of the required documents.

Medical requirements
It is expected for a person, who wishes to study in Russia, to meet necessary medical requirements and do not possess medical indications against Russian climate. Applicants must confirm their health status, including HIV status. In case upon arrival to Russia any serious illness is revealed, the applicant may have to return home at own expenses.
Visas, accommodation & living expenses
After receiving Confirmation of Enrolment from the Russian Ministry of Education, successful applicants are to apply to the Embassy for entry visa with due consideration of semester dates and visa processing time.
Those enrolled in Preparatory courses and Bachelor/Master degree courses are expected to arrive to places of study between 1 and 15 September 2006, those enrolled in PhD candidature or Doctorate before 1 December 2006.
Foreign citizens, who were granted the Government scholarships, are provided by the Russian side with:
- accommodation in student hostel (rent at the same level as for Russian students);
- astipend equal to the stipend provided for respective classes of Russian students.
Successful applicants are highly recommended:
- to be properly equipped with clothes and footwear or to be ready to purchase upon arrival necessary things, suitable for Russian climate;
- to be in sufficient funds to cover living expenses during the period of staying in Russia (not less than US$100-150 per month or its equivalent in other convertible currencies) and medical insurance cost (up to US$200 p/a);
- to have additional sum of money to cover initial establishment costs as well as airport reception service (optional) and possible transport expenses in the country after arrival (at least US$100).
The Russian side does not take responsibility for the return fares of the successful applicants as well as for the return expenses of those expelled because of unsatisfactory academic performance or those who ceased the studies because of some other reasons including diseases and grievous cases. Accepting institutions do not bear any obligation or responsibility regarding visits to foreign students in Russia of their relatives or dependants.
Submitting the application, an applicant is prepared to accept the above terms and financial conditions in full. Upon receiving the entry visa the applicant may be asked to confirm it in written form.
